Add LogModule ServiceAccount and ClusterRole

Adds the ServiceAccount and ClusterRole to be used by the LogAgent DaemonSet

Note: hostmount-anyuid might be an SCC we could use instead of privileged, but that will be tested when creating the DaemonSet
