Why can't I select "fill mode" on the newly created entity?

Why can't I select fill mode on the newly created entity? It defaults to "face" and is gray, so it can't be clicked. {F1417E7B-5951-41c1-BEDC-52CDBA5F0336}

I have the same issue with imported geometry, even if I convert to freecad part / solid from the STL imported
