Hotkey to load custom group does not work when the current group has only a blank tab

Describe the bug Hotkey to load custom group does not work when the current group has only a blank tab

To Reproduce Steps to reproduce the behavior:

  1. I have 4 groups. I have Control+Shift+1 bound to Load custom group for group 1 and similar for groups 2-4. (The groups are named but the names don't seem to matter.)
  2. Group 1 has a single tab with a page loaded. Groups 2 and 4 each have multiple tabs with respective pages loaded. Group 3 has only a single, blank tab.
  3. I use the mouse to select Group 1, Group 2, or Group 4. From any of them I can switch to other groups. As long as I stick to Groups 1, 2, and 4, I can keep switching.
  4. If I go to Group 3 (the single, blank tab group), however, then the hotkeys to switch to other groups no longer work. This is true regardless of whether I switch to Group 3 via hotkey or via the mouse.
  5. If I load a page in the Group 3 tab so that it is no longer blank, then the hotkeys to switch to other groups work from Group 3.
  6. If I go to Group 1 and move its single tab with a loaded page to another group (which also causes a single, blank tab to open in Group 1) so that Group 1 then has only a single, blank tab, then the hotkeys to switch groups stop working from Group 1.

Expected behavior Hotkeys should not depend on whether a group contains a blank tab or loaded pages or whatever other state can be created.

I have the same issue, but I noticed that this problem is not only true for blank pages. This includes:

  • Direct file rendering/displaying (PDFs, images, ....)
  • Firefox internals (about:config....)
  • The internal file browser (file://)
  • Alter boxes
  • Focused iframes (something like a text box) and canvas ....
