Overenchanting non-levelled enchantments

Describe the Bug

It is currently possible using the blaze forger to combine two normally unlevelled enchantments (e.g, flame) This may be intended, but it's unclear. If it is, do the effects increase with levels? As far as I know they don't by default

Reproduction Steps

  1. Combine two Flame books in a super charged blaze forger
  2. ???
  3. profit ...

Expected Result

Either non levelled books shouldn't be able to be overenchanted, or some indication of their enhanced effect should exist (as an advancement maybe)

Some of the non-leveled enchantments is already included in the custom level extension data map, having their level extension set to 0, the rest is either confirmed to have effects beyond level 1 (like Aqua Affinity) or simply missed (like Flame).

On the other hand there're mods adding custom effects to those normally unlevelled enchantments, like Apothic Spawners can require certain level of Silk Touch to drop the spawner, so it's kinda hard to decide which enchantments should be limited.

I'll pin this issue for receiving more information on non-levelled modded enchantments and mods that modifies non-levelled enchantments to have effects.

is there a list of lv-1 enchantments that provide more effects at lv-2?
