moving from multisig to governance

loan tokens for example have owner and admin roles. all admin roles need to be set to the admin governor this list above is not complete by the way there are the AMM contracts missing;

the implementation is a script transferring ownership from multisig to governance on approved contracts from the list above

owner role -> timelock of owner governance, admin role -> timelock of admin governance
