ESM support

Core doesn't support ESM properly, and it's an issue that affects the larger code base. Something about the process is completely breaking tests in this code, and there isn't an obvious 30 second fix.

It can be bolted on to apps, but internally stuff like chalk is breaking tests whenever the library itself attempts to upgrade
