feat: prevent users from creating dumb issues on the repo

Most of the issues here should be closed, and many people just create dumb issues. They either don't write any words or just post pure spam...

• Let's maybe first create a template issue, that could already stop most people wanting to spam the repo.
• But also, to have a maintainer of the repository more active ?

I could say yes to be one of the member of this repo to manage it. Anyway let's find of a solution for the life of this repo.
