[parametric] Run parametric tests on future standardized b3 headers

Description

Runs the parametric b3 headers test cases to validate conformance to the desired b3 trace context propagation behavior.

Motivation

We want to standardize our b3 trace context configuration with OpenTelemetry.

Workflow
