[WIP] Couchbase 3 client instrumentation

What Does This Do

Adds instrumentations for Couchbase 3.1 and 3.2+ that enables the built in tracing support and integrates it with Datadog spans and traces.

Additional Notes

This currently fails since it tries to run testcontainers for the tests, which doesn't work on CI yet #3617
