Add `transactions.errors` metric to COAT
What does this PR do?
This PR aims to add transactions.errors metric to COAT.
Motivation
Monitor the rate of empty or rejected sketch payloads sent to the backend. Track occurrences per agent version using tags. High volumes can overwhelm forwarder logs and artificially inflate usage-based billing. Useful for alerting backend and version-specific remediation.
