when i tried signing in to my apple id with sideloader it attached a MacBook pro 13 inch running macos 13.0 is this normal

Sideloader definitely registers a device on your account, but iirc it should appear as running macOS 13.1

it is running 13.1 i just read the os version wrong and not related but i keep getting an error that goes "DeveloperSession creation failed: This action could not be completed at this time"

You can try to log in on another fake device (you can delete the current fake device in ~/.config/Sideloader)
