This configuration has not changed in 18 months and almost certainly does not flip itself randomly.

Notes from triage: we should generate a folder if the SSH generator produced any profiles _and_ we did not already (tracked in state.json) generate the folder.

We're probably not going to make them opt-in right now, only because adding two hundred hidden profiles is still going to clutter the UI even if they're, well, hidden.
