banner style updates

In the page banner used on category and individual resource pages, the following style updates need to be made:

1. the back button cursor needs to have a cursor change on hover
   • a recommended update would be to use MUI's icon button which would take care of both hover and focus styles
2. the alignment of the icon and text should be updated to match that of the content directly below (see image)
   • the content below it uses MUI's list so this could also be used for aligning the banner content
