Fix the duplicate connection bug

In this pr, we try to address this issue #274.

I met this error while running yarn mocha -r ts-node/register --timeout 10000 src/e2e.long/discovery5.test.ts in 0db816d5f0dbb2600edf840b06ce7e6314578683. I can find it when I run the test a few tens of times.

I'll run the same test in the current master.
