Add a Cookie Consent

Currently we don't show the user the cookies consent which might make us non compiling to the international regularities . We should have a cookies consent display below for new users

Hi @Suryansh5545 @Sanji515 . This can be fixed by adding ngCookies module in the app.js. I would like to take up this issue. Please, let me know if the addition of cookie consent is needed. Thanks!

I created a new user and still don't get any cookie consent message , @RishabhJain2018 can i take up this issue. I was thinking of using the ngx-cookieconsent library for this what are your views regarding this.
