Fix broken internal links from RU section of docs.

PR 61316 in the clickhouse/clickhouse repo attempted to clarify some sections of the datetime page in both English and Russian. Unfortunately, the page that was being linked to on the Russian side doesn't exist. The PR was reverted in 61442.
