Add Email Confirmation to Contributing

Description

There's no note in the Contributing.md about getting around the email confirmation. We need to add a new section that explains how to log in and create a profile. Including using rails c to set confirmed_at on the user.

I was just wondering where we should place this section, after First time setup or after Daily use?

This one needs updating. Now that we have three days of unconfirmed use, and a seedfile that automatically creates users, this section looks different.

This is much lower priority, so at the bottom of Daily Use makes sense.
