Incorrect label hierarchy North Shore - Port Macquarie (Australia)

From one of our users:

“North Shore” should not be larger than Port Macquarie. “North Shore” is just a suburb.

It looks like our place names file (https://github.com/CartoDB/CartoDB-basemaps/blob/master/data/z4to10.json) has an error in it.

The problem is that "North Shore, New South Wales" is ambiguous. The suburb of Port Macquarie is this one: http://www.geonames.org/7280463/north-shore.html, which has a population of 2,321. However, there is a suburban area of Sydney (also in New South Wales) which is also called North Shore, which has a population of 207,241 https://en.wikipedia.org/wiki/North_Shore_(Sydney). Our places file incorrectly has the larger population, and hence it assumes a lower zoom level.

I'll fix it, one moment.
