Make EIS, Weather and sms integrations optional

Should we keep weather as core part of our system? Considering our recommendations rely so much on weather? and Either that or we extract it to a standardised weather interface so they can plug another weather provider in rather than just The Weather Channel

I like the idea of making it to a standardised weather interface and supporting multiple weather integrations which https://github.com/Call-for-Code/OpenHarvest/issues/16 is for.
