Prevent forwarding from certain groups with a command

Currently, the bot forwards "important" stuff from all groups, but this will not be necessary for users who don't offer other electives. So add a command like !forwarding stop to be used in groups that will prevent the bot from forwarding content in that group to the user's DMs
