ROCm CI

We currently don't have a card on Noether for ROCm CI. We should re-enable ROCm CI when able.

@zatkins-dev and I were talking - we could just target the CUDA card via HIP for CI to make sure we still cover that code

Good call. Once we figure out drivers, we should also be able to use chipStar (HIP) to run on the Intel GPUs.
