Adaptive API hashrate reporting

The API will now report the hashrate in KH/s if it is below 1 MH/s. Also consolidated some code into a function.

Tested this yesterday and didnt actually seem to work so dont merge this just yet :D.

This is a bad thing. The API should output in a consistent format. The output is in machine readable format for a reason. If you want an adaptive rate, look at the ncurses GUI or textlog.
