Cannot scroll down the page while editing it.

Describe the Bug

I cannot scroll up and down any pages whist editing them. I have to scroll using the arrow keys only. No right hand scroll bar appears either. I have tried this on both desktop and mobile touch screen.

Steps to Reproduce

1. Go into any page to edit.
2. Try scrolling using either the scroll wheel or page up / down keys

Expected Behaviour

To be able to scroll up and down any page which is greater than the height of the display.
