I have discovered that another shortcut, for generating method documentation, was assigned to ctrl + / by Microsoft by default. I believe that's what's overriding ctrl + / for ToggleComment....

This might be easier to implement in the short term than #677 is.

It seems to also affect System.IO.Compression on .NET Standard 2.0 as well so apparently it isn't specific to EasyCompressor.
