Add a security.txt file in the root folder

Description

According to Thibault, we should add a security.txt file in the root folder.
It allows people to contact us (or our customer) in the case a security issue is discovered.

Very minor cost and a good impact for our customers 🙂

Start UI is made so everybody can use it, I don't think adding our contact information is a good idea.

I agree with @yoannfleurydev, we don't want everybody that use the starter to expose our contact informations for security issues.

We can just create the file and fill it if needed

Yes with ressources to encourage the use of it.

And regarding Start-ui security, we can only share Github Issue page link.
