[Feature request]: Request permission for usage access

Use case

Android Q or later requires a special permission called Usage Access to get the usage history and RX/TX bytes of other apps. Could you please add this functionality to this wonderful library?

Proposal

We need to grant permissions to each app from the Special app access screen. It's running in a private Forked repository, so it won't take much to contribute.

We are currently working on a refactor. When this is done it would probably be possible to request this permission. I'll label this as an enhancement to keep track of the issue.

@TimHoogstrate Did this refactor happen? I think it might be better to have an API to request new/undiscovered permissions without requiring a new release from flutter-permission-handler library itself.
