This PR should not be merged yet, as Flutter it self (as of version 3.16.9) relies on com.android.tools.build:gradle version 7.3.0.

The current version (from Flutter stable branch) used for Android Gradle Plugin is defined in the gradle_utils.dart file. Look for the following constant definitions:
