This aligns kustomize asdf plugin to other asdf plugins, which already use GITHUB_API_TOKEN instead of OAUTH_TOKEN

Please merge this PR. We can't rely on a generic variable name such as OAUTH_TOKEN. Helm plugin uses GITHUB_API_TOKEN as expected: https://github.com/Antiarchitect/asdf-helm/blob/master/bin/list-all#L5
