Enterprise Scale Analytics Support in Azure Gov

Describe the bug I am not able to deploy Enterprise Scale Analytics ("ESA") in Azure Gov. The deployment template does not allow me to choose any region.

Question: Is ESA supported in Azure Gov? If not, is there an ETA?

Steps to reproduce

1. Navigate to https://portal.azure.us/#blade/Microsoft_Azure_CreateUIDef/CustomDeploymentBlade/uri/https%3A%2F%2Fraw.githubusercontent.com%2FAzure%2Fdata-management-zone%2Fmain%2Fdocs%2Freference%2FenterpriseScaleAnalytics.json/uiFormDefinitionUri/https%3A%2F%2Fraw.githubusercontent.com%2FAzure%2Fdata-management-zone%2Fmain%2Fdocs%2Freference%2Fportal.enterpriseScaleAnalytics.json

• Note that I had to change from portal.azure.com to portal.azure.us

2. Proceed to "Data Management Zone" tab
3. Expand "Location" dropdown

@kawo123 Can you please check for me whether zone-redundant storage is available in the Gov Cloud? If so, can you let me know in which regions?

This will not be supported until Purview becomes available in any of the US Gov Cloud regions. Until then, we should try to surface some of the other features gaps that may exist in Gov Cloud (e.g. Storage data replication options etc.).

@andrehass will document missing features in Gov cloud to make users aware of required changes to Bicep to be able to successfully deploy ESA.

Quick Update:

We have already identified a few blockers inside Gov Cloud. Some of them can be mitigated by downgrading to a lower SKU, others are fully blocked. An overview can be found below:

1. Azure Purview: Not available in Gov Cloud (fully blocked)
2. Azure Firewall: Premium Sku not available. Downgrade to Standard required.
3. Private Endpoints not supported in all Gov Cloud regions.
