Pylint improvements

--py-version = minimum version to run version dependent version checks against -is_check_enabled -- remove for NEXT

@l0lawrence I set py-version to 3.8 in the pylintrc and I'm not seeing different pylint behavior between local/ci for eventgrid. Can you check on your end?

I agree I don't see diffs anymore at least on EH/EG and storage
