[textanalytics] add back extractive summarization

Resolves https://github.com/Azure/azure-sdk-for-python/issues/26186

Adds back extractive summarization from the 5.2.0b4 version of the library.

No active endpoint for this API version so tests will fail.

Looks good. Do you plan to add the bespoke method in another PR?

First trying to get all the new features in, then will add bespoke methods if time permits for this beta.
