[Azure Load Testing] Fix Typespec for DPG
Fixes to Typespec for Client Generation
Fixed the typespec for Azure Load Testing to do DPG off of Typespec for next versions of our clients based off of the 2024-05-01-preview API Version.
This PR contains the following:
- Moved all client customization to
clients.tsp - Pending customizations to avoid breaking changes w.r.t. older SDK version
- Enable Python DPG
