Data Plane API Specification Update Pull Request

Based on feedback from https://github.com/Azure/azure-rest-api-specs/pull/28708. This spec is for the KV Secrets library. This has been successfully tested end-to-end with Python (https://github.com/Azure/azure-sdk-for-python/pull/36901).

The majority of these are from path formatting changes (e.g. /secrets/{secret-name} --> /secrets/{secretName}), but some are just now being identified because of moving the TypeSpec directory from keyvault/data-plane to keyvault. Addressing them now.
