feat: support for event loop debugging and slow tasks detection

Description

This adds new app settings to enable customers to see worker eventloop debug logs and warnings will be logged from eventloop to report any "slow" tasks running over specified threshold time, default slow task threshold is set to 10 minutes (600 seconds).
