Need to write a follow up PR for: https://github.com/Azure/azure-container-networking/pull/3693

  1. Add a UT to cover the path for existence of hostNCLoopbackAdapterName and vEthernethostNCLoopbackAdapterName 2- correct the typos in the comment at https://github.com/Azure/azure-container-networking/blob/eb0cd875c1edcccc012118e50decd2d9132bb27a/cns/hnsclient/hnsclient_windows.go#L307
