ci: Remove merge queue workflow

Reason for Change:

This workflow was used as a workaround to trigger multiple merge queue runs. Is no longer required due to #2681

Issue Fixed:

Requirements:

• [x] uses conventional commit messages
• [ ] includes documentation
• [ ] adds unit tests
• [x] relevant PR labels added
