fix: move CNS to distroless-iptables base image
Reason for Change:
CNS was moved from scratch to mariner in this change where we migrated responsibility to CNS to write some iptables rules.
This change moves CNS to the distroless-iptables base image in an effort to reduce the image size while maintaining the required iptables functionality.
