Minimal steps to reproduce

Run through the deployment and once azd up is run we get the errors

Any log messages given by the failure

Expected/desired behavior

Deployment to finish successfully

OS and Version?

Windows 7, 8 or 10. Linux (which distribution). macOS (Yosemite? El Capitan? Sierra?) Windows 10 Enterprise

Mention any other details that might be useful

When i look inside the resource group both the resources do exist so a bit confused on what is the deal
