prepdocs does not upload new docs in the /data folder

Minimal steps to reproduce

after successfully deploying the app with all additional features. I deleted all files from the /data folder and add my own files/pdf then run prepdocs.ps1 but new files/pdfs do not get upload and i get the below error

new docs to be uploaded

Windows 7, 8 or 10. Linux (which distribution). macOS (Yosemite? El Capitan? Sierra?) irrelevant
