Deployment failed: failing invoking action 'provision', error deploying infrastructure

Facing the following issue while deployment:

ERROR: deployment failed: failing invoking action 'provision', error deploying infrastructure: deploying to subscription:

Deployment Error Details: InvalidTemplateDeployment: The template deployment 'documentintelligence' is not valid according to the validation procedure. The tracking id is 'bbe1e9e4-bf7b-4e56-9ddd-c858f1ab9e3a'. See inner errors for details. FlagMustBeSetForRestore: An existing resource with ID '/subscriptions/2b2693f8-51ff-4951-a594-2a739ed684ab/resourceGroups/rg-aipediatrician/providers/Microsoft.CognitiveServices/accounts/cog-di-syuqxbl6qxqnc' has been soft-deleted. To restore the resource, you must specify 'restore' to be 'true' in the property. If you don't want to restore existing resource, please purge it first. InvalidTemplateDeployment: The template deployment 'openai' is not valid according to the validation procedure. The tracking id is '03f975b5-67e5-4da9-ab59-7056ad74431f'. See inner errors for details. InsufficientQuota: Insufficient quota. Cannot create/update/move resource 'cog-syuqxbl6qxqnc'. Looks like you need to purge your document intelligence before running "azd up". This will delete/purge your last document intelligence. Log into portal as per screenshot and purge the service. Screenshot 2024-03-03 at 7 40 11 pm

See inner errors for details. InsufficientQuota: This operation require 30 new capacity in quota Tokens Per Minute (thousands) - GPT-35-Turbo, which is bigger than the current available capacity 1. The current quota usage is 0 and the quota limit is 1 for quota Tokens Per Minute (thousands) - GPT-35-Turbo.

Your error indicates you do not have enough quota to provision the service. This could be due to a few things but usually happens when you run the deploy script multiple times in a day and/or share an OpenAI subscription with other processes. You can check your quota for your subscription in Azure AI Studio.
