Error while upgrading from gpt 3.5 to gpt 4--SpecialFeatureOrQuotaIdRequired

Minimal steps to reproduce

I changed param chatGptModelName string = 'gpt-4' in main.bicep file and ran 'azd-up'. I am getting below error mesasage, please can someone assist if there is something related to my subscription/ any special features that needs to be enabled in subscription for gpt-4.

• I have been using smoothly so far with gpt-3.5

Any log messages given by the failure

SpecialFeatureOrQuotaIdRequired: The current subscription does not have feature required by this model 'Format: OpenAI, Name: gpt-4, Version: 0613' and SKU 'Standard' on location EASTUS.

Expected/desired behavior

Should have been updated to gpt 4

OS and Version?

Windows 7, 8 or 10. Linux (which distribution). macOS (Yosemite? El Capitan? Sierra?)
