Purpose

Code for the new ASP.NET Core Web app calls Web API quickstart.

This branch should never be merged into aspnetcore3-1 as it's a different quickstart. This PR should not be merged. It's only here so that we agree on the differences between the web App that signs-in users, and the web app that calls web APIs.
