"Error Accessing Resource:403 Forbidden" when downloading a file through the proxy

I'm not sure if we can download files through the php proxy app but I get the error quoted above in the title when I try to download a file through php proxy.

this happens when I try to download winscp from their website. But the download feature works when I download an executable putty

Same issue here. I notice it happen also when the website pass through Cloud Flare. There a Cloud Flare plugin but the issue keep happening even after installing the plugin.
