Car Upgrade System

I wrote a Car Upgrade system from scratch for Altis Life 4.0, never published it anywhere. I'm totally willing to bring it into this framework if you guys are interested.

Features:

• Ability to increase trunk capacity up to 25% of it's original value
• Built in Toggleable GPS tracker, turn it on/off with Windows key menu on car
• Advanced Security system that sends you a text message when your vehicle is broken into
• Sling Hooks, turns on sling loading for light enough vehicles
• Insurance, 3 levels of insurance - Vehicle only, Vehicle + upgrades, Vehicle + upgrades + theft

@CarlosHingel I made the multipliers such that the cost of a car's insurance was always slightly more than the price recieved from chopping it. So no possible way to make money

This doesn't actually exist for this repository. It's in a different altis life 4.0 codebase. I was planning on moving it over to this one soon

Well what about vehicle upgrades? There is none in base the framework.

@sargken that's what I just said. Vehicle upgrades are not in the framework. I originally wrote them for a server that I was running and I will be moving them into this framework soon
