[Bug] ScrollablePositionedList win over/ block pan gesture in the vertical direction while scrolling

Bug Description

Currently, SelectionServiceWidget(gesture detector) is on the top of ScrollablePositionedList(render node dynamically). The handler did not respond to pan gestures while scrolling vertically.

How to Reproduce

Double-tap any position to select a word. Drag handler to up or down.

Expected Behavior

The selection area expands as the pan moves up/down.
