Not sure how, but I reckon it's doable. Privacy must be at the forefront of this addition.

The Network Information API could be used as a progressive enhancement - it has good mobile support (Android Webview/Chrome for Android/Firefox Mobile/Opera Mobile) and is available on desktop via workers in Chrome 61+
