Issue Details
A general element hiding rule (##.ad_banner) existing in EasyList should be disabled by @@||clien.net^$generichide existing in List-KR filter.
However, after reloading the webpage several times, the breakage occurs.
Expected Behavior
The comment element should be displayed.

steps to reproduce:
- enable Base Filter
- disable rules merged for issue fixing — https://github.com/AdguardTeam/AdguardFilters/pull/176737 — by adding specific user rules
