Enable Shadow pricing to skip a certain segment of workers or students

Description

In ActivitySim, the shadow pricing mechanism is currently configured to run on all worker and student segments defined in the work and school location YAML files. At present, there is no built-in option to exclude specific segments, such as preschoolers, from shadow pricing. This limitation can be problematic when target data (e.g., preschool enrollment) is unavailable, making it difficult or inappropriate to apply shadow pricing to those segments.

Solution

Modify the location choice/shadow pricing code to allow for shadow pricing select segments of workers/students.
