Optional Mode Choice Logsum in Destination Choice Model

Current destination choice model requires a tour mode choice logsum. Some simple applications of the destination choice model do not require this i.e. SANDAG Airport model selects a non-airport destination agnostic of mode choice. In order to bypass this, a tour mode choice uec is provided that will always return zero. A feature may be to make this option selectable (use or do not use tour mode choice logsum).
