Geographic Sampling and Variable Household Weights

When conducting a simulation, it is often beneficial to oversample households in a specific part of the region. For example, we may want to oversample households that are likely to be affected by an infrastructure project. In Version 1.6, users will be allowed to sample at different rates geographically, with correct expansion weights calculated by the software.
